No specific tool as such, but you can group 20 favorite smilies in an easily enough accessible place if you do the following:
1 - click on your own username -> you land on your own Profile page
2 - click on the
PM: Send private message link
3 - compose a PM to yourself, choosing an assortment of smilies that you like (max. 20 allowed per message) - remember to actually send it before you continue with the next step (alternatively, you can save it as a draft)
4 - from the User Control Panel's Private messages tab's left menu choose

5 - create a folder for such useful stuff as favorite smilies
6 - save your smilies PM in that new folder (when you're reading the PM, under the PM content is a menu for "Move to folder...")
Then, when you need a smiley, you open a new browser tab, navigate to that PM (or draft, from the "Manage PM drafts" menu) and press the "Quote" button to get the smiley codes (a draft opens directly in the edit mode, so you need to remember the smiley codes pretty well for this to be really useful).
A tad complicated, but it works.
