Of course it isn't a measurement of deaths. There weren't enough of those to justify the marketing campaign against it.

You are trusting a lot of numbers that I don't, and what's even funnier about this, is that you have jumped in to a conspiracy theory thread to try to push a conspiracy theory on me. I'll have fun with it of course, but you know I'm not buying it, right?

it is run strictly at the state level here. There is a sort of heroine to the story, the woman who ran the public health in CA as the second in command. Her boss was a political appointee who did not understand infectious diseases.
