Unless the entire ocean above it was frozen, this would never happen! Water is at its most dense at 4ºC. Colder water rises to the surface and freezes there.

Freezing point varies very little with pressure but does slightly decrease - so the water would freeze at a slightly lower temperature - you would need to calculate the absolute pressure of the water to work out by exactly how much.

Salt water is very different to fresh. For instance, Xamonas was right that pure water is maximum density at + 4 degrees. But salt water is actually densest at it's freezing point.
Another thing it does is to form layers, of different saltiness, if it's not stirred up by currents.

I've seen underwater video of what appears to be a "lake" underwater, with a real surface, and what it actually is is a pool of very salty water, much saltier than the surrounding water. Salt water gets denser as it get's saltier, and as it gets colder, so without ocean currents, you would have very salty water in the deep, and fairly fresh water at the top.

If the surface of the ocean froze completely, it's likely that circulation currents would stop, so you would end up with layers of more and more salty water, as you descend.
