There is another class of driver that maintains a fixed 45mph in any and all circumstances: they hold a stead 45 in any limit, including 30.

Damned YES! I nearly edited my original post to mention those people.

They seem to get into their cars and assume that the speed everywhere is a smidgen over 40mph. Very frustrating when on country roads... and you might think that they're being overly cautious... until they enter a village and maintain their speed of 40ish mph. When that happens, I just hope that the schools aren't starting or finishing as I slow to 30mph and see them zoom off ahead of me.
