FPTP and other majoritarian systems can generate distorted results even without anyone actively meddling, just by accident. Proportional systems are a requirement if you really want to have equal votes and a fair representation of all parts of society.

Cant see the logic really. Our first chamber is elected at a different time as our second. We provincial elections usually two years after the second chamber elections.
