When James Byrnes was Asst. Sec. of the Navy an officer told him that for every new weapon a new counter weapon was always found. Later, as Sec. State he was Truman's personal representative to the Interim Committee, the body overseeing development of the atomic bomb. After one length report from the boys at Los Alamos announced that the bombs were probably going to be more destructive than they had originally estimated. He asked them if there was a counter weapon possible for the a-bombs? They replied "no". Byrnes then suggested that the only way to stop the nuclear weapons from escalating out of control might be to kill at the scientists. The Los Alamos contingent was not amused.
