Wikipedia has a page on the natural upwellings that currently naturally fertilise the oceans.
25% of all the the fish caught are captured inside these areas, which cover only 5% of the ocean. The other 75% are likely to owe their existence to material that drifts or swims out of these areas.

You can see what a tiny area actually benefits from the nutrients that lie below, and what a vast potential there is, if pumping up nutrients was practical.
